Retraining & Educational Benefits

            The federal government provides special retraining budgets to the states, generally on a fiscal year basis, for re-training that are allocated to the counties through special employment service centers that are designated to facilitate “re-employment services”.  The counties determine how much of an allowance can be allocated to each dislocated worker who applies, and this funding is available to qualifying dislocated worker applicants until it becomes exhausted.

            The County/state employment service centers that administer these retraining funds are designated as providing “RE-EMPLOYMENT SERVICES”.  These employment service centers are listed by county; however a person can apply for retraining at any re-employment service center in any county, as this is a state administered federal program.

            To qualify for retraining or further academic education, an applicant needs to be able to show that he or she is not likely to become reemployed in that same job designation, career or field and needs further education or training.

            The applicant is responsible for identifying what additional training or education is required, and describing how this will make the dislocated worker more employable.  The state or county maintains a list of approved educational facilities where further training or education can be funded, and possibly additional facilities can be added.  

Emergency and Transitional Community Services

            Dislocated workers who are suddenly unemployed are likely to experience various hardships.  The government addresses these problems to limited degrees through unemployment insurance.  There are also various community support structures and emergency services that a dislocated worker (or the family of a dislocated worker) will want to consider.

MOWD (MAYOR/S OFFICE OF WORKFORCE DEVELOPMENT -DENVER) qualification for retraing or skills upgrading is you are unable to become employed in a demand industry with the ability to achieve self-sufficiency or in making a transition back into the workforce, especially if you are out of work or unable to sustain livable wages due to mass layoff, downsiging or decling industry, workplace barriers, lost your business or displaced homemaker.
